There are those who are blaming market forces, but there's no doubt that this administration wants to do away with coal. There's a solution, of course, but nobody's interested. I wrote about solutions on this here blog. Did you know that there's thorium in coal? Since there is thorium in coal, there will also be rare earths, because where you find thorium, you are likely to find rare earths. We have plenty of thorium, but we can't mine it because it is treated as if it were dangerously radioactive, but that's ridiculous. Not to mention that there's more energy content in the thorium than in the coal, but who cares about that?
Somebody said that current policy is insane, and I agree.
