at night, when the relative humidity is higher. But the sun doesn't shine at night. duh
Update:
My ignorance of these concept may be showing, provided that one is familiar with the terms. So, I started googling the terms. Actually, the amount of water that the air can hold is quite small in terms of its volume. Therefore, in order to gather up much water, you must have a large volume of air. This isn't necessarily new to me, at least on a intuitive basis.
You need to have a device outside, is what I am saying.
