Here is a "long discussion" which will give some explanation for what's happening.

I won't try to parse it all, or much of it. One thing I know is that the business as usual strategy isn't working, and I never supported big trade deficits. Heck, I voted for Dick Gephardt in the Dem Primaries for Prez back in 1988 on this very thing. Trade deficits were really ramping up back then, and becoming a political issue.

Clinton then added China to the mix in the nineties. The trade deficit went bat-guano crazy thereafter, and here we are.
