This article makes it sound that way. Didn't read all of the article, because it has some sort of registration requirement.
One problem is identifying a constituent component as a resource that cannot be replenished. It should be remembered that no atom is ever destroyed. All materials may be recyclable.
Secondly, it seems to show an anti-EV bias. I think EV's are possible. Not that I would endorse Musk's ideas, though.
My impression is that the author has an ax to grind.
