Or is it realism? The fact of the matter is that he cannot do exactly as he pleases. Also, we have more than enough squishes in Congress already. We have checks and balances, and right now, the squishes can block anything meaningful.
There was talk of a recess appointment, but that seems to be incorrect. I haven't looked it up myself. It could be open to interpretation. After a pause, I looked it up. The President can adjourn Congress if the two Houses disagree about adjournment, and it is longer than 3 days. It looks like it could be used to give the President too much power, if such was intended. The denial of adjournment of the Senate can also keep the President's agenda from being enacted, in terms of getting his appointments through. In other words, you'd need a strong majority in Congress; and if he had that in the first place, there'd be no problem with his appointments.
