Yeah. They should shut the government down and refuse to implement the law. But they won't do that.
The above scenario just looks flat out insane to me. Why should the government be subsidizing anybody with that much income? It will be popular, though. They'll be plenty of pigs lining up at the trough to feed. There's no excuse for people with the means to pay for their own stuff to receive any kind of aid from the government.
