This is a contrast between doing and talking.
Could it be something more sinister? What if the idea is to get you to disarm, or to quit doing your job?
Someone with truly bad intentions are not going to give you an even chance. Think about it.
For example, if a bad guy wants to rob you, he won't necessarily make an aggressive move unless you do something to lower
your defenses. That's the idea. To get you to lower your defenses.
Another example: What if the Minnesota gal who said "I'm not mad at you", really meant to do bodily harm? The idea was to set up an exact scenario that produced what happened. She might have even thought he wouldn't shoot.
In other words, do not make the mistake of taking these people too lightly.
