I believe I said the same thing recently. I theorized that Trump wouldn't shut the government down in order to save embarrassment for the GOP establishment wing. When Trump got blowback for seeming to back down, he seemed to reverse course. Now it is McConnell who is protecting the establishment wing, as Trump was doing. Maybe that is clear.
