You can expand upon this theme to include nuclear power. Nuclear power is regulated, and that has led to a "calcified" industry. The nuclear power industry is basically stuck with Model-T Ford technology in the 21st century.
Molten salt reactors should have been adopted 40 years ago. Why not? Regulations played a large part, no doubt.
