This was taught back in school back in the old days of the Cold War. These days, the kids wouldn't know propaganda even it bit them on the backside and said: "we're propaganda, comrade".
Unfair? Perhaps. The sticky issue here is that our society is based on trust. The criminal element preys upon trust and turns it against their targets. The consequence of this is a society that can no longer function properly because trust breaks down due to the crime. It isn't the kid's fault. If they aren't taught, how will they be able to recognize it when it rears its ugly head?
