It won't matter. They will find enough turncoats to push the vote over the top. Boner will let the vote take place despite the fact that his caucus is opposed to it; probably by a large margin. The point is that the GOP refuses to be an opposition party. They accept all the premises of the Democrats; only in smaller versions.
