Don't want to be misunderstood here. This proposed law cannot change anything that a state does. If a state refuses to enforce it, then what? Besides, it has nothing to do with the electoral votes. Can these be disallowed if a state doesn't comply?
Unless this has a good enforcement method, it won't do anything useful.
