If the Bundy situation isn't like Chinatown, maybe it is a bit like the movie Witness. What you've got here is a potentially corrupt government that is abusing its authority by running this man out of business. In the movie Witness, you had corrupt cops who murdered a fellow officer and tried to cover it up. Now, the comparison is this: is the government really doing what they say they are doing, which would be lawful, or are they doing ( which would not be lawful ) what they are doing for other corrupt reasons? In other words, it's not about a tortoise, it's about money, power, and control. It's not about the law, but usurping the law.
