Kudlow is just too nice to this lying scumbag.  He should have said this: You can sum up the Democrat's energy policy in three parts

1. Tax
2. Litigate
3. Regulate

As you can see, none of these approaches produces any more oil.  In fact, it does the opposite, which is what the Democrats intend.  They want to obstruct the production of oil, not to increase it.  When it comes to making the government bigger and oil production smaller, the Democrats and Obama are "all of the above".
