It is significant for two reasons: 1) those who protect the system as is have something to lose and they know it, and 2) it is definitely not for democracy that they won't pass this bill. Indeed, it is against democracy and the rule of law to NOT pass it. The bill is the only credible way to insure honest elections, but the majority in the Senate does not want honest elections.
