Looks like it would pass muster with respect to Constitution and precedent as well.
Senators would have to vote against it, which would not go well for them if they did.

Oops! Looks like that is a goof. The reason for that is that there are many ways to delay a bill. The Senate could still work around the problem and defeat the bill with delaying tactics.
