Reading through this, it seems counter intuitive to me. A government shut down, if it were serious, seems to me an attempt to get control over the rapidly growing US government. But this piece is an argument against shutting down the government. Can't say that I agree, though.
In any event, the politicians aren't interested in solving our problems, they are interested in solving theirs. That's my viewpoint.
Getting re-elected is their concern, not serving their country.

whether a federal government shutdown would be a "good thing" or a "bad thing". Sadly, a government shutdown is sizable threat to the American financial system, and few people seem to get it. Perhaps because the expectation is that any shutdown would only be a short term concern. And, this assumption might be correct.
