Won't be writing that it was a failure. If it can get to orbit, and then go into the drink about where it was supposed to, then it is as successful as any other flight.
But it is counted as a mishap, but then it may not be counted as a mishap that was a public safety issue. Hence, the mishap report may not be a hindrance to flight operations, and Flight 4 can be flown after all.
