In response to the accusation that the accused had been "cutting the cheese". To which the phrase in the title was uttered. The point is that to shift the blame for one's own fault, one blames someone else.
Hillary is in effect, blaming Trump for "cutting the cheese" when the stinky smell is emanating from this cast of clowns in power right now. It was Obama and Hillary who created ISIS, not Trump. To blame Trump for ISIS is beyond ridiculous.
But in order to have accountability, one must not be fooled by the politicians.
Hillary smelt it, because she dealt it.
